Putin stated that the missile was used to strike a target within the defense-industrial complex in Dnipro. According to him, the missile was equipped with a non-nuclear hypersonic warhead. The Russian leader emphasized that the launch was a response to actions by the United States, which, as claimed, plans to produce and deploy medium- and short-range missiles. Additionally, the launch was linked to strikes by the Armed Forces of Ukraine on targets in the Bryansk and Kursk regions, where, it is alleged, American ATACMS missiles and Franco-British Storm Shadow (SCALP) missiles were used.
The president described the "Oreshnik" missile as possessing unique characteristics. It is capable of striking targets at speeds of up to Mach 10, equivalent to 2.5–3 kilometers per second. Putin remarked that modern air defense and missile defense systems, including American ones, are incapable of intercepting such missiles. “It is impossible,” he stressed.
The Russian president also noted that the permanent deployment of medium- and short-range missiles would depend on similar actions by Western nations. He stated that existing missile defense systems in Europe, even with American advancements, would not be able to counter the "Oreshnik."
Earlier on the morning of November 21, the Ukrainian Armed Forces’ Air Force reported that Russian troops had deployed an intercontinental ballistic missile to attack Dnipro. The Ukrainian side claimed that the attack caused no significant damage. Meanwhile, the United States asserted that an experimental medium-range missile had been launched at Dnipro.
The event has drawn global attention, as the testing of such missiles raises heightened concerns about arms proliferation and escalating tensions between Russia and NATO countries. Western experts have so far refrained from commenting on the claimed technical capabilities of the "Oreshnik."
